HKPC AI-for-All SME training, mainland manufacturing AI at 34% scenario penetration, and global makers struggle to prove AI ROI: three signals for Hong Kong traders
This page is a short English teaser. The approved news digest is published in Traditional Chinese.
- Hong Kong (27 Aug 2026): The government’s 「全民 AI」 programme made its third stop at the Hong Kong Productivity Council, after Science Park and Cyberport. Secretary Prof Sun Dong spoke. HKPC focuses on practical training for SMEs and working people. The two-year 「AI with HKPC 企業賦能」 series includes 「AI+行業升級培訓」 and 「中小企 AI 方案全接觸」 — generative AI for copy, content, data analysis, and workflow improvement, with modules for manufacturing, retail, and logistics. Free 「AI 速學堂」 online courses cover generative AI, AI agents, workflow automation, and data analysis. Unwire reported Google Cloud-cited Hong Kong AI opportunity research (not a government statistic): more than 90% of working people have used AI; about 70% are mid or high users; 20% are heavy users; 76% want more skills; projected economic value of about HK$65 billion by 2035, and about HK$590 billion of positive impact on SME export income. Lenovo noted 84% of clients seeking on-premises AI, Hybrid AI, and a 90-day proof-of-concept path. Training and government programmes do not mean funding approval is guaranteed.
- Mainland China (20 Sep 2026): At the 2026 World Manufacturing Conference in Hefei, the China Industrial Control Systems Cyber Emergency Response Team (国家工业信息安全发展研究中心) released 《制造业数智化转型能力水平(2026)》. In the first half of 2026, manufacturing AI key-scenario application penetration was 34.2%, up 5.5 percentage points year on year. The national two-integration development level was 67.1. Digital penetration: R&D and design 86.3%, production 69.5%, management 81.4%. Nearly half of enterprises do networked collaboration. 10.6% of above-scale manufacturers use AI large models to empower business innovation. Anhui’s two-integration level was 68.2 — fifth nationally and first in central China.
- Worldwide (29 Sep 2026): Revalize’s report You Can't Scale AI on Ambition Alone surveyed 500 manufacturing leaders in the United States, Austria, Germany, Switzerland, and the United Kingdom, fielded 7–17 July 2026. Broad or advanced AI adoption rose from 36% in the first quarter of 2026 to 60% six months later; only 8% were still in initial exploration. Half reported inconsistent or informal tracking of AI outcomes. 72% said they can attribute outcomes to AI, but nearly a quarter were only somewhat confident. The C-suite was more than twice as likely as senior managers to report advanced adoption. 44% are accelerating AI specifically to offset tariff or cost pressure. CEO Mike Sabin’s point, paraphrased: set measurable goals; you cannot scale on ambition alone.
- For Hong Kong and Pearl River Delta traders, customers may claim AI readiness while quote versions, lead-time status, and ROI metrics stay messy. Start with one light Pilot on a real bottleneck. Funding approval is not guaranteed.
